The Department of Budget and Management (DBM) has chosen five state colleges and universities (SUCs) in the country as service providers for its Public Financial Management Competency Program (PFMCP) this year.
The five SUCs are MMSU in Batac City, Ilocos Norte; the Bicol University in Legazpi City; West Visayas State University in La Paz, Iloilo City; University of Southeastern Philippines in Davao City; and the University of Southern Mindanao in North Cotabato.
PFMCP is a strategy developed by the DBM to enhance the competencies of Public Financial Management (PFM) practitioners from different government agencies by providing skills training and values-formation programs. Its committee which oversees the implementation of the program was created through the Executive No. 55 series of 2011.
Prior to this, the DBM’s Bureau of Treasury (BTr), and representatives from the University of the Philippines –National College of Public Administration and Governance (UP-NCPAG) signed a memorandum of agreement last May, making the UP-NCPAG as the pilot academic partner.
Following the successful MOA signing, DBM Assistant Secretary Amelita D. Castillo and the agency’s Budget Information and Training Service (BITS) conducted series of coordination meetings with the five SUCs.
In June 2018, MMSU President Shirley C. Agrupis, DBM Secretary Benjamin E. Diokno, and BTr Treasurer Rosalia de Leon signed the agreement for the delivery of PFMCP to PFM practitioners in northern Luzon.
As part of the agreement, the DBM conducted a transition run last August 8-10 at the MMSU Hostel, where it trained 24 university personnel from the College of Business, Economics and Accountancy (CBEA), Business Directorate, and those involved in finance, accounting, budgeting, and procurement services.
Dr. Agrupis commended the DBM for providing training programs in managing government funds, saying that MMSU will also train all its employees aside from the PFM practitioners in northern Luzon.
“We take pride in helping our government servants in terms of training them with the proper skills and most especially, proper values in managing a government fund,”
Dr. Agrupis said, adding that the program is also timely because the university will undergo a cash-based system by next year.
Last July, the budget secretary approved the P1 billion budget of MMSU for 2019. In line with this, Dr. Agrupis asked help from the DBM in managing the amount because “there are many things that needs to be overcome”.
Reiterating the on-going programs of the present MMSU leadership, Dr. Agrupis assured that Financial Integrity and Transparency (FIT) will be integrated for clean, agile, responsible, and effective system.
Meanwhile, DBM Regional Director Nenita A. Failon lauded MMSU for passing the criteria for service provider because of its remarkable accomplishments, hoping that the PFMCP would reach more than 20,000 PFM practitioners all over the country.
After the transition run, selected MMSU employees will serve as trainers for the PFM practitioners in northern Luzon.
